Question : In C.S.Lewis' The Great Divorce, you can't deny that God punishes
those who chooses hell? It is still His doing.

What is all God's doing is His ability to take sinful very imperfect
human beings and perfect them in love by the Holy Spirit. Going out into
the darkness of death away from the love of God is a freedom that some
humans can exercise, but it is not a punishment from God. C.S.Lewis' point
is that those who choose that darkness would not be able to cope with the
love of heaven.
Even in this life there are people who cannot cope with loving and being
loved. A final choice to refuse the love of God for ever would be darkness
and death indeed.
